Summerlin covers about 22,500 acres along the west edge of the Las Vegas Valley. Howard Hughes bought the land in the 1950s, and building started in 1990. More than twenty villages sit inside it, from Sun City Summerlin to the new ground in Summerlin West. The look is set on purpose. Stucco bodies and stone accents repeat from street to street. Perimeter block walls edge nearly every yard, and front walls stay low. Stone shows up on columns and entry faces more than across whole walls. Every home sits under a master association: Summerlin North, South, West, or Centre. Each one runs a Design Review Committee. Exterior masonry gets reviewed before it gets built.

Every Summerlin home sits under a master association. Summerlin North, South, West, and Centre each run a Design Review Committee. Approval is required before any excavation, construction, alteration, or new improvement. That covers exterior masonry whether or not it can be seen from the street. You file an Improvement Request Form. Once the file is complete, the committee has thirty days to decide.
Committee approval and a building permit are two different things. One does not replace the other. Summerlin South sits in unincorporated Clark County. Summerlin North and Centre sit inside Las Vegas city limits. In Clark County a masonry wall counts as a Type B fence, and retaining walls under 24 inches are exempt. Work started without approval can bring a fine or a stop work order.
Summerlin runs uphill toward Red Rock Canyon. The west villages hold the highest ground, and Kestrel sits above 3,000 feet. Lots there step with the grade. Rear yards often end at a slope, and that slope sets what you can build. Structures on a slope have to stay below the top of it. Disturbed slopes can call for engineered drawings.
Front yards carry tight limits. A landscape retaining wall in front stays at 36 inches or under. It has to sit four feet back of the curb, or two feet back of the sidewalk. Acceptable faces include stone, brick, flagstone, ledgestone, windsor block, or stucco matched to the house. Raw concrete block does not pass. Split face block and slump stone get looked at case by case.
