Spring Valley became a Clark County town in 1981. Most of its homes went up between the 1980s and the early 2000s. The median house in ZIP 89147 dates to 1993. Up near Sahara and Decatur, in 89146, much of the stock is older than that. So the block wall around your yard has likely stood thirty years or more. Sun and moving soil work on it every season. Clark County lets you repair a block wall without a permit in one narrow case. The wall has to be six feet or under, and the repair has to run twenty linear feet or less. Anything past that needs a permit through the Building Department on West Russell Road. New Type B walls over twenty-four inches need a permit as well. We pull it before block goes down.
Most repair calls out here start with a lean. The footing moved, or water got behind the wall and stayed. Patching the crack alone buys a season. We take the wall down to sound block and check the footing. Rebuild goes back with grouted cells and new rebar. Color and block face get matched to what your street already has. Where a wall sits on the property line, the county wants a notarized authorization from both owners.
The north and east ends of Spring Valley hold the oldest housing. In 89103, more homes date to the 1980s than any other decade. Lots there run flat and tight, with six-foot perimeter block on three sides. Access drives the schedule on those jobs. South and west of Tropicana the picture changes. In 89148, more than sixty percent of homes were built after 2000. Rhodes Ranch and the tracts near the 215 sit on cut-and-fill pads. Yards step down, so retaining walls carry real load. Clark County treats a Type B wall over twenty-four inches as retaining. That brings a grading plan sealed by a licensed engineer. Spanish Trail and Spanish Hills add HOA color and height rules on top.
